Use background blur on GTK 4.24 without the blur-handling crash.

Blur rounding now follows `.box-wrapper` `border-radius` in the theme; `blur_corner_radius` applies only on GTK older than 4.24.

What changed in v2.17.2

Walker avoids attaching its own blur handler on GTK 4.24 and later. On those versions, the blur region uses the theme's `.box-wrapper` `border-radius` instead of `blur_corner_radius`.

Walker v2.17.2; background blur requires a compositor supporting ext-background-effect-v1 and `ext_background_effect_blur = true`.

Fixed and improved

Enabling `ext_background_effect_blur` no longer causes the GTK 4.24 blur-handling crash.
