What changed in v11.16.2

`virtual = true` skips installation and runtime-path loading while retaining configuration hooks. Local directories are checked, and optional disabled specs are deleted from the specification list.

Also: Missing local directories are reported, the Home key hint is corrected, and optional disabled specs are handled separately.

Install v11.16.2, covering v11.15.0–v11.16.2. Neovim >= 0.8.0 with LuaJIT and Git >= 2.19.0.
