Check a condition before an idle action runs, and wait while it says no.

New listener options condition_cmd (exit 0 runs on-timeout, non-zero defers it) and condition_retry (seconds between retries, 0 for none). The D-Bus ScreenSaver service now answers GetActive and sends ActiveChanged.
Also: -c works without a config at the default path; the example config uses Hyprland's Lua dispatch syntax for dpms.
