kitty v0.47.1

Have automatic config reload work when kitty.conf is a symlink, as in most dotfile setups.

auto_reload_config now follows a symlinked kitty.conf. Panel and quick-access-terminal windows stay on top under KDE on X11 after being hidden.

Also: Tab stops set by programs survive window resizes; DECST8C support.
