Indexing spills finished work to disk and reports over-budget failure without replacing the serving index. The first run rebuilds old indexes once; compact output gains bounded semantic pagination, and new tools expose file outlines and snapshot comparisons.

v0.11.0. Allow time for one full reindex per old index; ADRs and metadata are preserved. Native binaries are available for Linux, macOS and Windows.
