What changed in v0.4.10

The grouped releases add `detect_changes`, `get_architecture`, `manage_adr`, a CLI and automatic reindexing. They also change search and watcher defaults and remove the file-reading and directory-listing tools.

Also: Architecture summaries, persistent decisions, CLI access, Windows support and broader language coverage.

Through v0.4.10. Git is required for change analysis; Go source builds now require Go 1.26 and a C compiler.
